Congo and M23 rebels sign framework for peace deal in latest bid to end decades-long conflict

Backed by neighboring Rwanda, the M23 rebel group is the most prominent of more than 100 armed factions fighting for control in Congo’s mineral-rich eastern region. With 7 million people displaced, the conflict in Congo has been described by the United Nations as “one of the most protracted, complex, serious humanitarian crises on Earth.”

On Saturday, an important agreement was signed in Doha following mediation efforts by Qatar and the United States. However, this agreement is not yet a final peace deal. Rather, it serves as a framework outlining the necessary measures required to reach a comprehensive peace agreement.

Benjamin Mbonimpa, head of the M23 delegation, explained in a video posted on X that “there will be neither any change in the situation on the ground, nor any activity whatsoever, until the measures are debated, negotiated and discussed one by one and a final peace agreement is reached.”

The Congolese government released a statement confirming that the framework agreement includes eight key measures which will form the basis for a final peace deal. Two of these measures—agreements on the release of prisoners and the creation of a ceasefire oversight body—were already signed in September and October.

The remaining six measures will be discussed and negotiated over the next two weeks. These include the restoration of state authority in rebel-controlled areas, ensuring humanitarian access, and the resettlement of refugees.

Since April, Qatar has hosted multiple rounds of talks between the Congolese government and M23. These talks have mainly focused on setting preconditions for a peace deal and agreeing on confidence-building steps. Despite these efforts, both sides continue to accuse each other of violating peace terms, and fighting has persisted.

In July, Congo and M23 signed a declaration of principles in Qatar, committing to end the conflict and finalize a comprehensive peace agreement. They aimed to have the deal completed by August 18 but missed the deadline, blaming each other for breaches of the agreement.

Massad Boulos, senior adviser to U.S. President Donald Trump, attended the ceremony in Doha on Saturday. He described the framework agreement as a “starting point” and called it a “historic” opportunity.

“It is only the beginning, but we know the final outcome will be very fruitful,” Boulos said, highlighting the optimism surrounding the ongoing peace efforts.

A Minnesota man named David Bruce DeLong is accused of planning and carrying out a brutal attack on a co-worker with a sledgehammer, all because he allegedly didn’t like her. Prosecutors outlined the horrific attack in graphic detail in a criminal complaint.

The victim, Amber Czech, 20, was from Hutchinson, Minnesota, according to WCNC. DeLong worked with Czech at Advanced Process Technologies in Cokato, Minnesota, a food and dairy processing facility, CBS News reported.

Czech’s family described her as “an amazing welder, great at her job, and loved going to work every day.” They also expressed a desire to raise awareness of workplace violence.

“I filed a criminal complaint in Wright County District Court this morning charging David Bruce DeLong with 2nd degree intentional murder for the tragic murder of an adult female that occurred at a business in Cokato on November 11, 2025,” prosecutor Brian Lutes wrote in a November 12 press release. “The defendant and victim were co-workers at the business,” he added. “I will evaluate this case for a possible charge of 1st degree premeditated murder which requires convening a grand jury.”

According to the criminal complaint, on November 11, 2025, at 6 a.m., Wright County Sheriff’s Office Deputy Thompson responded to a 911 call reporting an injured adult female at Advanced Process Technologies, located at 165 Swendra Boulevard NE in Cokato.

The investigation revealed that the victim, later identified as Amber Czech, was an employee of the company. The reporting party stated that the victim had sustained major head trauma with significant blood loss.

A bloody sledgehammer was observed on the floor near the victim. Despite receiving medical care, Czech died from blunt force trauma to the head and the resulting blood loss.

The complaint identifies David Bruce DeLong, also an employee of Advanced Process Technologies, as the suspect in the attack. According to the complaint, DeLong told a witness, “I hit her with your hammer, she is by your toolbox, she is gone.”

### Surveillance Footage Evidence

Surveillance video from the company shows DeLong leaving his workstation and walking to the victim’s workstation while wearing gloves. The footage shows him grabbing a sledgehammer from the victim’s area and swinging it at her.

The first swing was horizontal, consistent with the victim standing. The video then captured DeLong swinging the sledgehammer four more times in a downward motion, consistent with the victim being on the ground.

The victim was found on the cement floor near her workstation with severe head trauma and significant blood loss. Investigators concluded that DeLong struck her first while she was standing and then delivered multiple blows after she fell.

DeLong provided a statement to law enforcement after being advised of his rights, confessing to killing the victim. He admitted that he intended to kill her and said he did not like her. He also admitted that he had been planning to kill her for some time.

Advanced Process Technologies released a statement to CBS News expressing their heartbreak over the tragedy:

“We are heartbroken by yesterday’s tragedy, and our thoughts are with the victim’s family and friends in this terrible moment. House Democrat exchanged texts with Epstein on how to hurt Trump during 2019 congressional hearing

Jeffrey Epstein was feeding questions to Rep. Stacey Plaskett during a 2019 congressional hearing, providing her with real-time help on how to damage President Trump’s reputation, newly released documents reveal.

The texts, first reported by the Washington Post, show the convicted pedophile communicating with Plaskett during a February 27, 2019, House Oversight Committee hearing. During this hearing, then-former President Trump’s ex-attorney Michael Cohen testified about Trump’s alleged payments to mistresses intended to silence stories before the 2016 election. Trump has vehemently denied all allegations.

In the texts, Epstein appeared to be watching the hearing on television while Cohen mentioned former Trump executive assistant Rhona Graff. “Cohen brought up RONA keeper of the secrets,” Epstein texted, misspelling Graff’s first name.

“RONA??” responded Plaskett, a non-voting delegate representing the U.S. Virgin Islands. “Quick I’m up next is that an acronym,” she added, suggesting she was preparing to question Cohen soon.

“That’s his assistant,” Epstein replied.

The text messages also indicate Epstein influenced which questions Plaskett asked Cohen. “He’s opened the door to questions re who are the other henchmen at Trump Org,” Epstein texted at 12:25 p.m. “Yup. Very aware and waiting my turn,” Plaskett responded.

Plaskett began questioning Cohen at 2:28 p.m., asking about Graff and other Trump associates Epstein had mentioned, according to the Washington Post. At 2:34 p.m., Epstein texted Plaskett “Good work” — just a minute after she finished her questioning.

These texts were released as part of approximately 20,000 pages of documents from Epstein’s estate made public Wednesday by the House Oversight Committee. The documents redacted Plaskett’s name, but the newspaper analyzed the messages and compared them with hearing footage to confirm that Plaskett was indeed texting Epstein.

At the time of the hearing, Epstein had already been convicted on state prostitution charges and, months later, he was charged with sex trafficking minors. Epstein owned two private islands in the U.S. Virgin Islands — Great Saint James and Little Saint James — which federal authorities have called the nexus of his sex-trafficking operations.

Initially, Plaskett declined to comment on the revelations. However, after the newspaper published its story Friday night, her office issued a statement confirming she had contact during the hearing with her former campaign donor.

“During the hearing, Congresswoman Plaskett received texts from staff, constituents, and the public at large offering advice, support, and in some cases partisan vitriol, including from Epstein,” the statement said. “As a former prosecutor, she welcomes information that helps her get at the truth and took on the GOP that was trying to bury the truth.”

In July 2019, the Virgin Islands delegate vowed to part ways with $8,100 in campaign donations that Epstein had given her, after initially stating she planned to keep the funds.

In June 2023, Plaskett made headlines when she accidentally said on MSNBC that Trump “needs to be shot” over his alleged mishandling of classified documents, quickly correcting herself by saying he should be “stopped.”

Earlier this week, Trump called on the Department of Justice to investigate Epstein’s connections to Democratic bigwigs and institutions like JP Morgan Chase.

In response, U.S. Attorney General Pam Bondi instructed Jay Clayton, the U.S. Attorney for the Southern District of New York, to oversee an investigation, vowing it would be handled “with urgency and integrity.”
