Commission spokesperson and former AIG Bigyan Raj Sharma said Aryal was called to the commission office in Singha Durbar for the inquiry. Aryal told the commission that he was in Baluwatar on September 9 during the Gen Z demonstrations. He said, “I was with then Prime Minister KP Sharma Oli throughout the day.” Aryal also said he played a role in safeguarding Oli after the protest turned intense. The Karki Commission began its work on September 25 and must submit its report within three months. The commission has also taken statements from Krishna Khanal, the DIG of the National Investigation Department responsible for the Valley, and Nepal Police SPs Apil Bohora and Kuldeep Chand. **Congress Moves to Reopen Government, But SNAP Benefit Timing Remains Uncertain**

Congress has taken a major step toward reopening the government, but there’s still uncertainty about when one of the most far-reaching impacts of the closure will be resolved: when all 42 million Americans who receive SNAP food aid will have access to their full November benefits.
On Wednesday, the House adopted a plan to reopen and sent it to President Donald Trump to sign. One provision calls for restarting the Supplemental Nutrition Assistance Program (SNAP), but it does not clarify exactly when benefits will be loaded onto the debit cards beneficiaries use to buy groceries.
A spokesperson for the U.S. Department of Agriculture (USDA), which runs SNAP, said in an email Wednesday that funds could be available “upon the government reopening, within 24 hours for most states.” The department did not immediately answer questions about which states might face delays or whether the 24-hour timeline applies to states or directly to the cards used by recipients.
There has been a series of court battles over the fate of the nation’s largest government food program, which serves about 1 in 8 Americans. Here are some key points about the situation:
### When SNAP Funds Become Available Could Vary by State
Seesawing court rulings and changing guidance from the USDA have led to unequal distribution of benefits across states. Some beneficiaries have already received their full monthly allocations, while others have received nothing. A few states have issued only partial payments.
States report it’s faster to provide full benefits than to do the calculations and computer programming required for partial payments. At least 19 states plus the District of Columbia issued full benefits to at least some recipients last week, according to an Associated Press tally. Many did so within a day, during the narrow window between a Nov. 6 court ruling requiring full payments and a Nov. 7 U.S. Supreme Court decision halting them.
Jessica Garon, spokesperson for the American Public Human Services Association, anticipates most states will be able to issue full benefits within three days after receiving the go-ahead, while others may take up to a week. States that have sent no November benefits yet, such as South Carolina and West Virginia, will likely be the quickest to disburse funds. However, sixteen states have already loaded EBT cards with partial benefits, and some may face technical hurdles issuing the remaining amount, according to Carolyn Vega, a policy analyst at advocacy group Share Our Strength.
### Delays in Benefits Are a Problem for Recipients
For millions of Americans, even knowing benefits are on the way is not enough—when they arrive matters. About 42 million lower-income Americans receive SNAP benefits, averaging around $190 monthly per person. Many say the benefits do not—and are not intended to—cover the full cost of groceries in a normal month, even with careful budgeting. Delays make matters worse.
Doretha Washington, 41, of St. Louis, has a husband and six children, but not enough money to cover all their food needs. Even though her husband works servicing heating and cooling systems, the family relies on SNAP. They had received nothing in November, although Missouri announced Tuesday that partial benefits would be issued.
“Now it’s making things difficult because we can’t pay our bills in full and keep food in here,” Washington said this week. “I’m down to three days of food and trying to figure out what to do.” She has been rationing what they have. Others have turned to food charities, but report long lines and low supplies.
### Cutting Off Funds Left State Governments Scrambling
The USDA told states on Oct. 24 that it would not fund SNAP for November if the shutdown continued, leaving states scrambling. Most Democratic-led states sued to have the funding restored. Both Democratic and Republican-led states also launched emergency efforts, including using state funds to pay for benefits, boosting food banks, and deploying the National Guard to help with food distribution.
Other states used their allotted SNAP money only after a judge ordered the Trump administration to cover the full cost for the month. The legislation to reopen the government, passed by the Senate on Monday, calls for states to be reimbursed for funds spent running programs typically paid for by the federal government. However, it’s not immediately clear which situations will qualify in the case of SNAP.
In the meantime, the USDA told states Tuesday that it would reimburse them for paying out partial SNAP benefits, under a system where recipients get up to 65% of their regular allocations—and even states that paid the full amount can receive partial reimbursements. It also assured states it would not reduce amounts on cards for recipients in states that paid full benefits.
Democratic-led states that sued for benefits to be released said in a filing Wednesday that the late-breaking information “illustrates the chaos and confusion occasioned by USDA’s multiple, conflicting guidance documents.”

What if Ned and Laura meet up at Bobbie’s so she can thank him for his grace after he chose not to send Martin Grey (Michael E. Knight) to jail over the fake will scandal? A mix-up could lead to their meals being switched—Ned ends up consuming the poisoned food and collapses.
**Another Theory: Mistaken Target**
There’s another potential angle involving Ned’s connection to Harrison Chase (Josh Swickard), who is his son-in-law. Drew Cain (Cameron Mathison), noticing the growing bond between Chase and Willow Tait (Katelyn MacMullen), might try to get Chase “out of the way” by tampering with his food. However, if Chase gives his meal to Ned, it could unknowingly cause Ned to suffer instead.

Public Schoolteacher Faces DOJ Probe Over ‘Unhinged’ Threat Toward ICE
The Department of Homeland Security history teacher Ron Gochez stated during a Tuesday press conference denouncing ICE raids that Immigration and Customs Enforcement (ICE) agents “are not the only ones with guns” and that “people have every right to defend themselves” against them.
DHS spokesperson Tricia McLaughlin responded to Gochez’s comments, telling the Daily Caller News Foundation (DCNF) that such remarks endanger agents’ lives and “look criminal.”
“Calling for violence against law enforcement is un-American and beneath the conduct of someone teaching the next generation of Americans,” McLaughlin said. She added that the DHS will refer Gochez to the Department of Justice (DOJ).
“Our law enforcement officers are already facing a 1000% increase in assaults against them including terrorist attacks, cars being used as weapons, and rocks thrown at them,” McLaughlin continued. “Words have consequences and this type of rhetoric is going to get one of our officers killed.”
Neither LAUSD, Gochez, nor the DOJ responded to DCNF’s requests for comment.
Gochez led the press conference on behalf of activist group Unión del Barrio (UDB), which also did not respond to a request for comment.
In his remarks, Gochez maintained that he was not “calling for violence” by suggesting that anti-ICE agitators carry guns, though he praised rioters who threw bricks at federal agents.
“This is South Central Los Angeles. They are not the only ones with guns in this city. They’re not the only ones and don’t forget that,” Gochez told his audience.
“And I don’t say that because we’re calling for violence, I’m saying that because the people have every right to defend themselves against masked, unidentified gunmen with AR-15s and other military rifles.”
“The people have every right to defend themselves,” he continued. “That’s not violent, that’s intelligent.”
Gochez also boasted that rioters had effectively reduced ICE raids in California, mentioning those who threw hard objects at federal agents in Paramount after mass protests began in June.
“They caught some bricks. Y’all remember Paramount? They caught those bricks,” Gochez said. “This is Los Angeles and this is South Central. The people will fight back.”
Earlier this year, UDB received a letter from Senate Subcommittee on Crime and Counterterrorism Chair Josh Hawley of Missouri announcing an investigation into the group’s possible ties to California’s anti-ICE riots.
In response, UDB stated that it “has not organized, aided, abetted, financed, or engaged in any illegal activity.”
The DCNF previously reported that Gochez was seen telling an audience at a UDB-led press conference to resist ICE “by any means necessary” just one day after riots broke out.

U.S. jury issues $20 million verdict against France’s largest bank over Sudanese atrocities
The woman and two men who obtained the verdict against BNP Paribas S.A. are U.S. citizens who left Sudan after being displaced, losing their homes and property. They were awarded amounts between $6.7 million and $7.3 million apiece on Friday after jurors deliberated for about four hours.
In an August 28 pretrial memorandum, the plaintiffs argued that BNP Paribas helped the Sudanese government “carry out one of the most notorious campaigns of persecution in modern history.”
“They’re very gratified that steps on the road toward justice are being achieved, and they’re happy that the bank is being held responsible for its abhorrent conduct,” their lawyer, Adam Levitt, said on Saturday.
A spokesperson for BNP Paribas responded via email, stating that the result “is clearly wrong and there are very strong grounds to appeal the verdict.” The bank also expressed concern that it had not been allowed to introduce important evidence during the trial.
BNP Paribas argued that Sudan had other sources of money and that the company did not knowingly help the government engage in human rights abuses under former President Omar al-Bashir. The bank provided Sudanese authorities access to international money markets from at least 2002 to 2008.
Over the years, as many as 300,000 people were killed and 2.7 million driven from their homes in the Darfur region. The litigation pertains to government actions in many parts of the country.
Al-Bashir is currently being held in a military-run detention facility in northern Sudan, his lawyer said earlier this month. He has been charged by the International Criminal Court with crimes including genocide but has not been handed over to face justice in The Hague.
Sudan plunged into a civil war more than two years ago, sparking what aid organizations have described as one of the world’s worst displacement and hunger crises.
Lawyers for the French bank maintained that it did not have liability. In an August court filing, they stated: “Human rights abuses in Sudan did not start with BNPP, did not end when BNPP left Sudan, and were not caused by BNPP.”
They further wrote, “BNP Paribas never participated in Sudanese military transactions in any way; it never financed Sudan’s purchase of arms, and there is no evidence linking any specific transaction to Plaintiffs’ injuries.”
Levitt, the plaintiffs’ attorney, called the case a “bellwether trial,” with findings he hopes to apply to other Sudanese refugees—23,000 U.S. citizens who are members of the class-action case.
The BNP spokesperson emphasized that the verdict was specific to the three plaintiffs and “should not have broader application beyond this decision.”
