訪問では、都市間交流の促進を目的として、14日に北京市で人民代表大会(議会)や電気自動車(EV)工場を視察しました。また、訪問日程の中には四川省のパンダ保護施設の視察も含まれています。

今回の訪中は、東京都と中国都市間の友好関係をさらに深め、環境問題や社会交流など多方面での連携強化を図る狙いがあります。

Data Corner: Japan in Horizon Europe

Japan is set to sign an agreement to join the EU’s €93.5 billion Horizon Europe research and innovation programme by the end of the year. This marks a significant step in deepening scientific collaboration between Japan and the European Union.

Although Japan has not yet been an official member, the country’s researchers are already familiar with EU research projects. Typically, third countries like Japan are not eligible for funding but can still participate in projects and secure funding in select schemes. To date, 84 Japanese organisations have participated in Horizon Europe 169 times, receiving €1.25 million in funding.

The forthcoming association agreement will allow Japanese researchers to join EU partners on equal terms during 2026 and 2027, the final two years of the current Horizon Europe programme. Formal negotiations on the association began in November 2024, but the EU has been courting Japan’s involvement for several years.

This move comes as Japan seeks to reconfigure its science and technology policy, opening new doors for collaboration and innovation on the global stage.

Under the agreement, OpenAI will take the lead in designing these custom chips, while Broadcom will handle their development and deployment starting in the second half of 2026.

**Massive Energy Consumption**

The upcoming custom AI chips are projected to consume a total of 10 gigawatts (GW) of power. To put this into perspective, that’s enough electricity to power over eight million U.S. households — roughly five times the output of the Hoover Dam.

This deal highlights the massive investments being poured into AI chip technology across the tech industry, reflecting an ongoing race to build computing systems capable of matching or surpassing human intelligence.

**Expanding Strategic Partnerships**

This partnership follows closely on the heels of OpenAI’s recent 6GW AI chip supply agreement with AMD, which also includes an option for OpenAI to acquire a stake in the chipmaker. Additionally, NVIDIA recently announced plans to invest up to $100 billion in OpenAI and supply data-center systems with at least 10GW of capacity.

“Partnering with Broadcom is a critical step in building the infrastructure needed to unlock AI’s potential,” said Sam Altman, CEO of OpenAI.

**Aligning with Industry Leaders**

By teaming up with Broadcom, OpenAI aligns itself with major cloud-computing giants like Google and Amazon, both of which are developing custom AI chips to address soaring demand and reduce reliance on NVIDIA’s high-cost, limited-availability processors.

However, some similar initiatives by companies like Microsoft and Meta have faced delays or failed to match NVIDIA’s performance, highlighting the challenges in developing competitive AI hardware.

**Deployment Timeline and Technical Edge**

The deployment of these new AI chips is expected to be completed by the end of 2029. This effort will build upon OpenAI’s existing co-development and supply partnerships.

The new systems will be scaled entirely using Broadcom’s Ethernet and networking technologies, potentially giving them an edge over competitors such as Marvell Technology. Moreover, this strategy aims to challenge NVIDIA’s dominant InfiniBand networking solutions in the AI data-center market.

### TCS’s Past Reliance on H-1B Visas

TCS has historically been one of the biggest beneficiaries of the H-1B visa program among Indian IT firms. As of September 2025, the company had received approximately 5,505 H-1B visas, according to data from Moneycontrol.

However, during a recent post-earnings call, TCS’s Chief HR Officer, Sudeep Kunnummal, noted, “We have significantly localized our workforce in the US.” This signals a clear intent to reduce dependence on visa-based employees and increase the presence of local talent.

### Adapting to Changes in Immigration Policy

Kunnummal further emphasized, “We believe our business model will be able to adapt quickly to any changes in immigration policy.” His comments come just a month after the US government announced an increase in the annual H-1B visa fee, a decision that sparked concerns about potential short-term disruptions in workforce deployment for IT companies operating in the US.

In addition to the fee hike, the US Department of Homeland Security has proposed changes to the current lottery-based H-1B visa system. The new proposal aims to implement a wage-based selection process that prioritizes higher-paid and higher-skilled applicants.

This partnership aims to advance collaborative innovation in IC design, focusing on developing Arm-based AI-RAN chips through Oppstar’s subsidiary, AIRIS Labs Sdn Bhd. Over the four days, SDEC 2025 featured two flagship summits—**Semiconductor Innovation** and **AI Innovation**—alongside the **Malaysia Semiconductor Recruitment Day** and the **Selangor Twin Accelerator Programme**. Collectively, these events showcased Malaysia’s accelerating transition towards a design-led, innovation-driven digital economy powered by talent, technology, and collaboration.
