Nydia Velázquez le envía carta al presidente del Partido Demócrata (DNC) tras expresiones a favor de la estadidad para Puerto Rico

NUEVA YORK — La representante demócrata de Nueva York, Nydia Velázquez, le pidió al presidente del Partido Demócrata en Estados Unidos (DNC), Ken Martin, que haga de la autodeterminación una prioridad para resolver el estatus político de Puerto Rico.

Por medio de una carta con fecha del 30 de octubre, la congresista, de origen boricua, argumentó que la “imposición de una sola opción de estatus”, ya sea estadidad, independencia o libre asociación, socava ese principio democrático. La misiva, que también firmó la representante demócrata de Illinois, Delia Ramírez, señala que la condición territorial de Puerto Rico debe resolverse a través de una vía que reconozca la privación de derechos que han enfrentado los puertorriqueños por más de un siglo.

“Resolver el estatus político de Puerto Rico requiere un mecanismo legislativo que reconozca esta historia y garantice que cada puertorriqueño tenga una oportunidad real de participar en un proceso de autodeterminación. La simple imposición de una sola opción de estatus, ya sea estadidad, independencia o libre asociación, socava este principio”, afirmó la legisladora, una de las voces más influyentes en cuanto a los asuntos relacionados con Puerto Rico en la Capital federal.

### Puerto Rico Status Act

Velázquez, que representa al distrito 7 de NY desde 2013, planteó que el Partido Demócrata debe unirse nuevamente para impulsar legislación como la Ley de Estatus de Puerto Rico (HR 8393), cuya primera versión fue aprobada en la Cámara de Representantes en diciembre de 2022.

“Cuando los demócratas recuperen la mayoría en la Cámara de Representantes en 2026 (elecciones de medio término), debemos unirnos para impulsar nuevamente legislación que ofrezca a los puertorriqueños la oportunidad de tomar una decisión informada sobre su futuro que el Congreso está obligado a respetar”, expuso la representante.

En esa dirección, la congresista añadió que la “histórica” medida cumplió ese objetivo “en consonancia con los principios democráticos de nuestra nación y, por lo tanto, obtuvo la aprobación unánime de los demócratas de la Cámara de Representantes al final del 117.º Congreso”.

Versiones posteriores del HR 8393 o “Puerto Rico Status Act” fueron presentadas en la Cámara y en el Senado federal, pero no alcanzaron el apoyo necesario para completar el trámite legislativo.

Velázquez señaló que es importante que los demócratas distingan que el estatus territorial de Puerto Rico es un problema que trasciende el momento político actual.

“La profunda desigualdad en la relación entre Estados Unidos y Puerto Rico tiene su origen en un legado colonial arraigado en la propia Constitución de Estados Unidos y en las decisiones de la Corte Suprema en los Casos Insulares (1901-1922). Los puertorriqueños y los residentes de los otros cuatro territorios —Guam, las Islas Vírgenes de los Estados Unidos, las Islas Marianas del Norte y Samoa Americana— han visto negados durante mucho tiempo plenos derechos y procesos genuinos de autodeterminación como resultado directo de las políticas expansionistas estadounidenses de finales del siglo XIX, sumadas a las opiniones racistas que llevaron a la Corte a concluir que los territorios ‘pertenecen a’ pero no son ‘parte de’ los Estados Unidos”, recordó la congresista.

### Resultados del plebiscito de noviembre

Velázquez también hizo referencia a los resultados del más reciente plebiscito realizado en noviembre pasado en Puerto Rico, basado en las opciones de estatus contenidas en el proyecto de ley federal. Según la legisladora, los resultados de la consulta subrayan la importancia de la autodeterminación.

“Por primera vez, casi el 42 % de los votantes se mostró a favor de las opciones de soberanía. Les insto a que hagan de este tema una prioridad fundamental en los próximos meses. Durante demasiado tiempo, el estatus colonial de Puerto Rico ha sido una mancha sin resolver en nuestra democracia. Romper con este legado no solo es posible, sino también necesario. El único camino a seguir es comprometernos con un proceso justo, democrático y vinculante que empodere a los puertorriqueños para decidir su futuro y obligue al Congreso a respetarlo”, emplazó.

De acuerdo con la certificación de los resultados del plebiscito del 5 de noviembre emitida por la Comisión Estatal de Elecciones (CEE), la estadidad obtuvo el 58.61% de los votos; la soberanía en libre asociación, 29.57%; y la independencia un 11.82%.

La representante culminó con un pedido a Ken Martin de una reunión para discutir lo manifestado en la carta.

### Las expresiones de Ken Martin en “At Our Table”

El tema del estatus de Puerto Rico volvió a ser centro de debate dentro y fuera de la isla, luego de que Martin indicara en un podcast que el Senado federal debe acabar con la regla del filibusterismo que requiere de 60 votos para adelantar medidas, como manera de facilitar la admisión de Puerto Rico y Washington D. C. como estados de la Unión.

Martin hizo estas expresiones en septiembre pasado, en el podcast “At Our Table” de Jaime Harrison, su predecesor en el DNC.

“Cuando lleguemos al poder la próxima vez, más nos vale asegurarnos de que Washington D. C. sea un estado, de que Puerto Rico sea un estado, de que eliminemos la regla del filibusterismo, ¿de acuerdo? Nos deshacemos de todas estas reglas anticuadas que, en el pasado, tenían sentido, pero ahora mismo, con lo que estamos viviendo en este país, y con un régimen fascista que intenta destruir nuestra democracia, ya no podemos acatar esas reglas. No podemos ser el único partido con una mano atada a la espalda”, declaró.

### Posturas divididas dentro del Partido Demócrata

En agosto pasado, durante la Convención Nacional Demócrata en Chicago, Illinois, los delegados del partido votaron a viva voz por una plataforma que incluía un compromiso con el Puerto Rico Status Act.

Grupos de la diáspora, organizados bajo la coalición Power4PuertoRico, se opusieron en ese momento al lenguaje y continúan oponiéndose, por entender que impone resultados particulares de estatus a los puertorriqueños y priva a los boricuas de la información completa que necesitan para determinar su futuro.

Han señalado además que, de aprobarse un plebiscito de este tipo, extranjeros millonarios que residen en la isla con decretos de exención contributiva bajo la Ley 22 (“Ley Para Incentivar el Traslado de Individuos Inversionistas a Puerto Rico”) podrían votar y no los boricuas en la diáspora.

Aducen, además, que el plebiscito inclinaría la balanza a favor de la estadidad ante la supuesta falta de claridad sobre el impacto que tendría un cambio de este tipo en asuntos como el idioma y otros.

La entidad apoya una Asamblea Constitucional de Estatus para resolver el dilema territorial.

### Reacciones a las expresiones de Ken Martin

En respuesta a las expresiones del presidente del DNC, el grupo de activistas envió una carta a Martin en la que expresan que los puertorriqueños tienen un derecho a la autodeterminación y que la decisión sobre el estatus debe ser tomada por el pueblo y no impuesta. Insistieron en que la cifra del 58.61% a favor de la estadidad en el plebiscito criollo no representa una mayoría si se consideran las papeletas en blanco y los votos nulos.

Por su parte, el presidente del Partido Demócrata en Puerto Rico (PDPR), Luis Dávila Pernas, también envió una misiva al demócrata de Minnesota, pero para felicitarlo por lo que entiende es su compromiso con la estadidad para la isla.

“Nos complacen sus recientes comentarios a favor de admitir a Puerto Rico como estado y los instamos, como sabemos que lo harán, a mantenerse firmes en sus principios de pleno derecho al voto democrático y a ayudar a promulgar legislación que ofrezca un voto vinculante para resolver el estatus político de la isla”, manifestó Dávila Pernas en el escrito.

De paso, le restó peso a los argumentos de los líderes de Power4PuertoRico para cuestionar el voto mayoritario en favor de la estadidad.

“Independientemente de las tácticas de desinformación y distracción para ignorar los resultados legítimos del plebiscito, no debemos dar más peso a los votos en blanco que a los emitidos, ya que es antidemocrático y negacionista electoral. Esto es esencial, ya que el apoyo a la estadidad obtuvo más votos directos que cualquier candidato político que se postulara a un cargo electo en la isla, lo que demuestra el apoyo multipartidista a la plena igualdad a través de la estadidad”, consideró.

El presidente del PDPR también emplazó al Congreso a que actúe para resolver el problema territorial a través de una legislación como la Ley de Estatus de Puerto Rico.
