Beijing claims PH fishers may ruin its Scarborough ‘nature reserve’

MANILA, Philippines — For the first time since Beijing’s declaration, the China Coast Guard (CCG) has been broadcasting radio challenges to assert its unilateral “nature reserve” claim in Scarborough (Panatag) Shoal. These broadcasts specifically target Filipino fishermen operating in the area, the Philippine Coast Guard (PCG) said on Monday.

The PCG documented these radio challenges during the operations of its ships and the Bureau of Fisheries in the disputed waters. This development marks a new level of assertiveness from China regarding its claims over Scarborough Shoal, a territory also claimed by the Philippines.

Sri Lankan Navy arrests 47 Indian fishermen for ‘illegal fishing’

Sri Lankan Navy Arrests 47 Indian Fishermen for ‘Illegal Fishing’

By Rahul | Tue, 14/10/2025 – 00:04

The Sri Lankan Navy apprehended 47 Indian fishermen and seized five boats for ‘illegal fishing’ late Wednesday into early Thursday.

The incidents occurred in the north of Mannar and off Delft Island as the boats trespassed into Sri Lankan waters, according to an official statement from the Sri Lankan Navy. The North Central and Northern Naval commands were deployed to drive away fishing boats and arrest and seize boats of those who continued to engage in illegal fishing activities.

Four fishing boats, along with 30 fishermen, were handed over to the fisheries inspector of Mannar, while the other boat and the remaining 17 fishermen were handed over to the inspector of Malaidi for onward legal proceedings.

According to the Sri Lankan Navy, the arrests were made during regular proactive operations against poaching. “These efforts underscore the collective robust approach and steadfast commitment to safeguarding the nation’s marine ecosystems while ensuring the economic security and wellbeing of its citizens,” the Navy stated.

Fishing rights and maritime boundaries in the Palk Strait have been subject to long-standing tensions, including in the bilateral relations between India and Sri Lanka. Last month, 12 Indian fishermen were arrested and their boat was seized near Delft Island in Jaffna.

The Sri Lankan Navy has repeatedly taken action against Indian fishermen for entering Sri Lankan waters, including seizing boats and arrests. Indian fishermen, particularly from Tamil Nadu, have routinely accused Sri Lankan security forces of harassment, arrests, and even fatal shootings.

Court remands 2 more accused in Durgapur `gangrape` case to nine day custody

A local court in West Bengal on Monday remanded two men to police custody for nine days in connection with the alleged gangrape of a medical student in Paschim Bardhaman district. Earlier, three other accused were remanded to 10-day police custody on Sunday.

The Sub-Divisional Judicial Magistrate (SDJM) in Durgapur ordered the nine-day custody for the two men following a request from the prosecution. The prosecution alleged their direct involvement in the case alongside the previously arrested three accused and sought custody for questioning and further investigation.

The medical student, who hails from Odisha, was allegedly gangraped outside the campus of a private medical college in Durgapur on Friday night. The incident occurred when she had gone out for dinner with a friend.

Her parents subsequently lodged an FIR with the New Township police station.

All five accused are scheduled to be produced before the court on the next hearing date.

Amit Shah says newly implemented laws will ensure timely and simple justice

Our judicial system has developed a reputation for not delivering justice in a timely manner. However, I am confident in telling the people of Rajasthan that the three new criminal justice laws will ensure justice that is timely, accessible, and simple, highlighted Union Home Minister Amit Shah.

Prime Minister Narendra Modi has made numerous changes to improve ease of living across the nation. Along with the implementation of these laws, there will also be a significant transformation in the ease of justice. “Through these laws, our criminal justice system will be inspired by justice rather than punishment,” Shah asserted. He added that these reforms have been effectively implemented across the country, with the Ministry of Home Affairs providing assistance and ongoing guidance to all states.

Hailing the Bharatiya Janata Party’s (BJP) efforts to streamline the justice process, Amit Shah further informed that any FIR (First Information Report) filed after 2027 will be brought to justice in the Supreme Court within three years.

Highlighting the three new laws introduced by PM Narendra Modi, Shah explained, “These laws abolish 160-year-old statutes and will allow FIRs to be filed nationwide after 2027. The complete system will take another two years to be fully implemented. However, thanks to this legislation, any FIR filed after 2027 will be adjudicated by the Supreme Court within three years.”

The Union Home Minister also pointed to a significant improvement in Rajasthan’s conviction rate. “In Rajasthan, the conviction rate was previously only 42%. After implementing these three new laws just one year ago, the conviction rate has already risen to 60%. When fully implemented, the conviction rate is expected to reach up to 90%,” he noted. “These laws provide for various scientific methods that strengthen the justice process.”

Shah highlighted the government’s continued efforts to modernize India’s justice system, including the establishment of the National Forensic Science University in 2020. “We created this institution to support the smooth implementation of these laws. By gradually opening affiliated colleges across the country, we are also nurturing a new workforce of youth skilled in scientific methods,” he said.

Among the new provisions, terrorism, mob lynching, organized crime, and digital crime have been defined for the first time within our judicial system. Moreover, the three laws prescribe strict time limits at more than 29 stages of the justice process.

It is now mandatory to provide updates to victims within 90 days. A copy of the police report must be delivered to the victim within 14 days. The charge sheet must be filed within 60 to 90 days. The laws even provide for trials in absentia, ensuring that justice is not delayed.

These comprehensive reforms symbolize a new era in India’s criminal justice system, aiming to deliver swift and equitable justice to all citizens.

WI’s Jaydeb Seales fined by ICC: Here’s why

**WI’s Jayden Seales Fined for Inappropriate Throw at Yashasvi Jaiswal**

*By Parth Dhall | Oct 12, 2025, 06:17 PM*

West Indies pacer Jayden Seales has been fined 25% of his match fee by the International Cricket Council (ICC) for breaching its Level 1 Code of Conduct. The incident occurred on Day 1 of the ongoing 2nd Test against India at Delhi’s Arun Jaitley Stadium.

Seales also received a demerit point, marking his second within two years—the first was against Bangladesh in December 2024.

### The Incident

The breach happened during the 29th over of India’s first innings. Seales fielded the ball on his follow-through and threw it at Indian batter Yashasvi Jaiswal, hitting him on the pads.

The ICC ruled that Seales violated Article 2.9 of its Code of Conduct for Players and Player Support Personnel. This article prohibits “throwing a ball (or any other item of cricket equipment) at or near a player in an inappropriate and/or dangerous manner during an International Match.”

### Sanction and Hearing

Initially, match referee Andy Pycroft proposed the penalty; however, Seales contested the sanction, leading to a formal hearing. Seales argued that he was attempting to run out Jaiswal.

After reviewing replay footage from multiple angles, the match referee determined that the throw was unnecessary and inappropriate since it hit Jaiswal while the batter was safely within the crease.

### ICC Guidelines on Level 1 Breaches

According to ICC regulations, Level 1 breaches carry a minimum penalty of an official reprimand, a maximum fine of 50% of a player’s match fee, and up to two demerit points.

The charge against Seales was brought forward by on-field umpires Richard Illingworth and Paul Reiffel, third umpire Alex Wharf, and fourth umpire K. N. Ananthapadmanabhan.

### Match Performance

In the first innings, Seales went wicketless as India declared at 518/5 after 134.2 overs. He bowled 22 overs, conceding 88 runs, including two maidens.

Meanwhile, fellow West Indies bowlers Jomel Warrican and captain Roston Chase shared four wickets between them.

Stay tuned for further updates on the Test series.
