Presidency Confirms THE WHISTLER Report: Cardoso Replaces ‘Indisposed’ Edun At IMF Meeting

The presidency may have confirmed THE WHISTLER’s earlier exclusive report on the health status of the Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, following the announcement that the Central Bank Governor, Mr. Olayemi Cardoso, will lead Nigeria’s delegation to the 2025 World Bank and International Monetary Fund (IMF) Annual Meetings in Washington, DC.

Special Adviser to the President on Information and Strategy, Mr. Bayo Onanuga, revealed on Sunday that Cardoso will serve as the alternate governor for Nigeria and head the country’s delegation to the meetings, which open on Monday, October 13.

“Mr. Olayemi Cardoso, the Governor of the Central Bank, will lead Nigeria’s delegation to the World Bank and International Monetary Fund Annual Meeting in Washington, DC, which opens on Monday, October 13,” the State House press release stated.

The presidency confirmed that Minister Edun is currently indisposed, and Mr. Cardoso would represent Nigeria on his behalf. Also included in the delegation is the Minister of State for Finance, Doris Uzoka-Anite.

According to the World Bank, key highlights of the Annual Meetings include the Development Committee Plenary session on October 16 and the International Monetary and Financial Committee meetings on October 17. Other events will feature regional briefings, press conferences, and forums focused on international development, the global economy, and financial markets.

This development comes just days after THE WHISTLER exclusively reported that President Bola Tinubu was considering appointing a new finance minister due to Edun’s deteriorating health condition. Our report indicated that the minister, who has been battling undisclosed health challenges for several weeks, was expected to be flown abroad for treatment.

We also reported that his temporary absence had prompted consultations within the presidency about an interim arrangement to ensure policy continuity.

“The president holds Edun in very high regard. His health challenge is unfortunate, but the government must continue to function. The priority now is his full recovery,” a senior government official told THE WHISTLER.

Appointed in August 2023, Edun has led the Tinubu administration’s economic management team and steered fiscal reforms aimed at stabilizing the economy.

Why India’s largest oil producer has lower mcap than Zomato

**Why India’s Largest Oil Producer Has a Lower Market Cap Than Zomato**
*By Dwaipayan Roy | Oct 12, 2025, 06:21 PM*

**What’s the Story?**

Oil and Natural Gas Corporation (ONGC), India’s largest oil and gas producer, is perceived as undervalued by the market. Despite having a market capitalization of around ₹3.1 lakh crore, ONGC trails behind food delivery giant Zomato in terms of market value.

This discrepancy largely stems from the fact that ONGC’s stakes in subsidiaries and minority investments account for over a third of its total market capitalization, which the market has not fully priced in.

**Market Comparison: ONGC vs. Major Indian Companies**

Over the past 13 years, ONGC’s market capitalization has grown by only 26%. In contrast, other listed Indian companies have experienced phenomenal growth in valuations:

– **Reliance Industries**’ market cap surged from ₹2.43 lakh crore in July 2012 to ₹18.7 lakh crore today.
– **Tata Consultancy Services (TCS)** saw its market value rise from ₹2.42 lakh crore in July 2012 to ₹10.95 lakh crore now.

This stark contrast highlights the sluggish market growth of ONGC despite its dominant position in the oil and gas sector.

**Value of ONGC’s Portfolio: Stakes in Subsidiaries and Minority Investments**

ONGC holds significant stakes in several subsidiaries and other companies, yet the market has yet to fully appreciate these assets’ value:

– A **71.63% stake in Mangalore Refinery and Petrochemicals Limited (MRPL)**, valued at over ₹18,000 crore.
– A **54.9% stake in Hindustan Petroleum Corporation Ltd (HPCL)**, worth approximately ₹52,770 crore.

In addition, ONGC has minority stakes in:

– **Indian Oil Corporation** – 14.2%, valued at ₹31,000 crore
– **GAIL (India) Ltd** – 5%, worth about ₹5,900 crore

Combined, the total value of ONGC’s stakes in subsidiaries and minority investments exceeds ₹1.07 lakh crore — more than a third of its current market capitalization.

**Government Perspective: Addressing Market Perception**

Oil Minister Hardeep Singh Puri recently expressed concern over the market’s undervaluation of state-owned oil public sector undertakings (PSUs). He stated that despite these PSUs’ strong profitability and significant contribution to the economy, investors harbor a “perception bias” that suppresses their market value.

Minister Puri also highlighted that over the past six years, India’s three major oil marketing companies—Indian Oil, Bharat Petroleum, and Hindustan Petroleum—have collectively generated profits totaling ₹2.5 lakh crore.

**Conclusion**

While ONGC remains India’s largest oil producer with substantial assets and stakes in profitable subsidiaries, the market has yet to fully value its diversified portfolio. Addressing the perception bias around PSUs could unlock significant value for investors in the sector.

Cancer treatment in India is about to become cheaper

**Cancer Treatment in India Set to Become Cheaper with New Nuclear Reactor**

*By Dwaipayan Roy | Oct 12, 2025, 05:20 PM*

The Department of Atomic Energy (DAE) is planning to build a dedicated nuclear reactor in Visakhapatnam aimed at producing medical isotopes primarily for cancer treatment. This significant initiative is designed to boost India’s self-sufficiency in radioisotope production and make cancer treatment more affordable for patients across the country.

A senior official from the Bhabha Atomic Research Centre (BARC) confirmed that the project is underway and is expected to take four to five years to complete under a Public-Private Partnership (PPP) model.

**Dual-Purpose Reactor to Serve Domestic and Export Markets**

The proposed reactor in Visakhapatnam will fulfill domestic demands for medical isotopes and also have the capacity to cater to international markets through exports. The project has already received government approval, with funding currently awaited.

Under this PPP initiative, private players are expected to invest and become stakeholders, gaining the rights to sell produced radioisotopes. This collaboration aims to accelerate production and distribution while encouraging innovation in the nuclear medicine sector.

**Current Supply Scenario and Challenges**

At present, India lacks a dedicated reactor exclusively for isotope production. Existing nuclear reactors used in medical treatments also conduct physics and radiation experiments, which limits their capacity to focus on isotope generation.

BARC currently supplies approximately two lakh units of nuclear materials annually to medical institutions nationwide for diagnostics and treatment of diseases such as cancer. Major hospitals like Tata Memorial Centre handle about 10% of the total patient load, while around 370 other hospitals collectively manage nearly 60%.

**Reducing Dependence on Imports**

The new reactor is expected to significantly reduce India’s dependence on imported radioisotopes from Europe, Australia, and other Asian countries. Achieving self-sufficiency in isotope production will not only lower treatment costs but also strengthen India’s position as a key player in the global nuclear medicine market.

Radioisotopes produced by the reactor have wide-ranging applications, from medical imaging and cancer treatment to various industrial uses, such as detecting flow malfunctions and ensuring process efficiency.

With this new infrastructure, India moves closer to providing affordable, accessible cancer treatment while expanding its footprint in the rapidly growing nuclear medicine industry.

Ashwini Vaishnaw reviews facilities at newly built Yatri Suvidha Kendra in Delhi

The state-of-the-art Yatri Suvidha Kendra, designed to accommodate around 7,000 passengers simultaneously, aims to improve pre-boarding comfort and passenger flow, especially during the festive season when travel volumes surge.

Speaking at the inspection, Minister Ashwini Vaishnaw said, “The newly developed Yatri Suvidha Kendra will provide great comfort to passengers during the festival season, as there is a surge in passenger volume. Similar facilities will be developed at other stations across the country.”

The Yatri Suvidha Kendra has been thoughtfully divided into three dedicated zones: Pre-Ticketing, Ticketing, and Post-Ticketing, covering a total area of over 5,200 square metres. The design aims to decongest entry points and streamline passenger movement.

### Modern Facilities and Passenger Amenities

The Kendra is equipped with a range of modern infrastructure and passenger-centric amenities, including:

– **Ticketing Facilities:** 22 ticket counters and 25 Automatic Ticket Vending Machines (ATVMs).
– **Comfort & Capacity:** Seating for 200 passengers and 18 High Volume Low Speed (HVLS) fans for effective cooling.
– **Sanitation & Water:** A 652 sq. m. toilet block and an RO-based drinking water system.
– **Information Systems:** 24 speakers for announcements, three LED train information displays, and seven fire-fighting units.
– **Security Measures:** 18 CCTV cameras, five luggage scanners, and five Door Frame Metal Detectors (DFMDs).

The Northern Railway undertook the project while overcoming multiple structural and logistical challenges, including relocating ATMs, police cabins, hoardings, and essential utilities such as water lines and optical fibre cables—all without disrupting ongoing station operations.

Additionally, the extension of Foot Over Bridge 1 (FOB 1) was completed alongside the project. This extension enables smoother passenger movement from platforms directly toward the Metro Station, significantly enhancing last-mile connectivity.

Minister Vaishnaw was accompanied by Railway Board Chairman and CEO Satish Kumar, Northern Railway General Manager Ashok Kumar Verma, and other senior officials during the inspection. They briefed the minister on the project’s execution and features.

The development of the Yatri Suvidha Kendra underscores the Railways Ministry’s commitment to modernising passenger infrastructure and ensuring world-class facilities for millions of daily commuters across India.

Inside Japan’s Great Transformation: Mazda’s Five-Year Reform Plan

Inside its training center in Hiroshima, employees of all ages and departments—many meeting for the first time—are engaged in workshops exploring the company’s corporate culture, known as “food,” and what it should represent. Participants first reflect individually, then discuss in pairs, and finally present their ideas to the group—a process repeated across various themes.

The cultural reform initiative, launched in November 2023, is a cornerstone of Mazda’s five-year transformation plan. In May, the company rented a local soccer stadium to train 4,000 employees, and nearly all staff have now completed the program. The project unfolds in three phases: first, defining the desired culture through training; second, embedding it in everyday workplace behavior; and third, establishing it as a daily habit.

Mazda sees this internal evolution as essential for survival as electrification, environmental concerns, and other sweeping changes reshape the industry. “We’re not a large company by scale,” one executive noted, “so human creativity, imagination, and uniqueness are critical to generating new value. We must cultivate our organizational culture anew.”

The company’s journey is not without resistance. Some employees question whether management fully supports the changes, while others see altering executive mindsets as key to success. Yet the resolve remains strong as Mazda pushes toward a future where a new corporate culture becomes its competitive edge.

Beyond corporate reinvention, Japan is also witnessing groundbreaking research aimed at addressing the climate crisis. On August 5th, temperatures in Gunma Prefecture hit a record 41.8°C—the highest ever recorded in Japan—with the Meteorological Agency warning that above-average heat could persist through November.

As the world works to reduce CO2 emissions from vehicles and fossil fuels, a pioneering project in Tanegashima, Kagoshima Prefecture, is exploring a domestic biofuel alternative derived from sugarcane. At the center of the effort is Satoshi Obara, a special professor at the University of Tokyo, who has spent two decades developing new sugarcane varieties in collaboration with the Kyushu Okinawa Agricultural Research Center.

One such variety, named Haru no Ougi, yields 30–50% more than conventional strains and withstands the island’s frequent typhoons without bending, making it ideal for mechanical harvesting. Obara, who once worked on biofuel commercialization in the private sector, left his company to pursue this vision independently. His goal: to create a renewable, domestically produced fuel without relying on imported oil or external electricity—a bold attempt to build a sustainable energy future from Japan’s farmland.

Meanwhile, in the resort sector, Spa Resort Hawaiians—a tropical-themed leisure facility in Iwaki, Fukushima Prefecture, known for its towering 40-meter waterslide and daily Hula Girl dance shows—is fighting for survival.

Operated by local company Joban Kosan and celebrating its 60th anniversary next year, Hawaiians has faced severe financial challenges. The 2011 Great East Japan Earthquake forced a six-month closure, while the COVID-19 pandemic caused an additional three-month shutdown, leaving the company with about 28 billion yen in debt and aging facilities.

In November 2023, U.S. investment fund Fortress Investment Group, which manages over 7 trillion yen in assets and previously acquired Seibu Holdings, launched a takeover bid, acquiring more than 85% of Joban Kosan’s shares.

“Given the current financial state, it would be difficult for Hawaiians to remain competitive over the next 50 or 60 years without major change,” said Shunsuke Yamamoto, who led the acquisition. Fortress plans a sweeping overhaul of the resort, investing heavily to modernize facilities and align them with the expectations of Japanese travelers who have experienced Hawaii firsthand.

Hawaiians’ transformation is part of a broader trend of foreign investment reshaping Japan’s hospitality landscape. Large-scale resorts from the bubble era are being rebuilt from the ground up, reflecting a strategic push to redefine domestic travel experiences.

But not all of Japan’s battles involve boardrooms or laboratories—some are fought in the fields. In Tochigi Prefecture, wild boars, once rare, have proliferated in recent years, wreaking havoc on agriculture. They destroy sweet potato fields, trample rice paddies, and even roll in fields to remove parasites, knocking over crops and reducing grain quality.

Damages nationwide from wild animal incursions now total 16.4 billion yen annually. Despite these losses, Japan’s hunter population has fallen to less than half its previous size, with about 60% now over 60 years old. Local governments are struggling to respond.

Veteran hunter Kiyoshi Sekiguchi, 75, who captured 30 boars last year, says manpower is the biggest obstacle: “There’s nobody left to set traps or check them.” Municipalities offer 16,000 yen per animal, but the shortage of younger hunters—many of whom cannot leave their jobs for extended periods—remains a critical challenge.

The consequences go beyond crops. Wild animals cause traffic accidents, spread disease, and pose risks to human safety. Yet new business models are emerging to tackle the crisis.

In Chiba Prefecture, companies are making it easier for people to enter the hunting industry, including offering training for trap licenses. In Hokkaido, female entrepreneurs are launching ventures that connect hunters with consumers seeking game meat, creating a market-driven incentive for wildlife control.

Rashid Khan claims his 6th five-wicket haul in ODIs: Stats

**Rashid Khan Claims His 6th Five-Wicket Haul in ODIs**

*By Rajdeep Saha | Oct 12, 2025*

Afghanistan spinner Rashid Khan delivered a stunning bowling performance to claim his 6th five-wicket haul in One Day Internationals (ODIs). Playing in Abu Dhabi, Rashid recorded impressive figures of 5/17 from 8.3 overs, helping Afghanistan secure a commanding 81-run victory over Bangladesh.

After Afghanistan posted a total of 190 runs, the Bangladesh batting lineup faltered, being all out for just 109. Rashid’s exceptional spell played a crucial role in this dominant win, further cementing Afghanistan’s superiority in the series, which they have now clinched convincingly.

**Bowling Heroics**

Rashid was introduced into the attack in the 12th over. Although wicketless initially, he opened his account by dismissing Towhid Hridoy, who fell to a wild slog in Rashid’s third over. His sixth over was particularly productive, as he took two wickets—removing Nurul Hasan and Tanzim Hasan Sakib.

Continuing his onslaught, Rashid picked up the wickets of Tanvir Islam in his eighth over and Rishad Hossain, who was stumped in the ninth. His relentless bowling left the Bangladeshi batters struggling to cope with his spin and control.

**Milestone Achieved**

This five-wicket haul marked Rashid Khan’s sixth fifer in ODIs, elevating his career figures to 207 wickets from 116 matches at an impressive average of 19.87 with an economy rate of 4.21. Alongside his six five-wicket hauls, Rashid also boasts six four-wicket hauls in the format.

Notably, this was Rashid’s maiden five-wicket haul against Bangladesh. Overall, he has taken 32 wickets against Bangladesh in 18 matches, maintaining an average of 20.65. When playing in the UAE, Rashid’s record is exceptional, with 66 wickets from 26 matches at a remarkable average of 13.03, including three five-wicket hauls.

**Did You Know?**

Rashid Khan is now only the second Afghan bowler to take an ODI five-wicket haul against Bangladesh. The first to achieve this feat was young talent Allah Ghazanfar, who recorded figures of 6/26.

Rashid Khan’s latest performance not only underscores his standing as one of the premier spinners in world cricket but also highlights Afghanistan’s growing stature in international cricket.
